Even though she said the words in the past she still stands by her claim. So, in a sense, the lie is continuing right up to the present and into the future (until the issue is resolved). After that her claim will be spoken of in the past tense.

I can't give you any reason why the author has used the present tense here. It doesn't sound right to my ear.

No choice of tense will make this "sentence" correct. You can't end a sentence with "by the time": something else needs to follow, and the answer will depend on what that is. Are you sure you've copied the question correctly?
