Presumably by BBC English you do mean RP English.
Anyway, no, RP doesn't use the glottal stop, it is a feature of several regional accents (especially working class accents).

The glottal stop is a closure of the vocal cords. Basically, it is a very short pause. If you can listen to an English speaker say "uh-uh" as in "no", you can hear a glottal stop between the two vowels. It's also in "mm-mm" as in "no", and it is
