What about in a sentence such as:

But ultimately, he said, “success really does build success.” (Same as stated below.)

or

Ultimately, he said, “the war machinery that uses force will benefit more in the long term,” stressing that it must be considered how the people evaluating the actions of the military will judge its actions. (No capital is needed if the writer is not quoting all that is said by the speaker. In other words, there are some words left out before 'the war machinery'.)

Each of these examples came from articles published online by well-known U.S. colleges. Is it correct NOT to capitalize the first letter in the quotation in these cases? If so, why is capitalization not required here, while it IS required in After a while, he said, "The scars will fade."? <img src="/emoticons/emotion-18.gif" alt="Huh?
Where would the commas be (if any) in this sentence?

-- The quote "Romance at short notice was her specialty" shows that she is rather skilled at making up stories like these.

The term 'quote' is an informal versionof the word 'quotation'. I suggest that you use the full form, since you want to make your sentence as correct as possible.

The quotation, "Romance at short notice was her specialty", shows that she is rather skilled at making up stories like these.

Better yet, why say it is a quotation when that is evident from the fact that you are quoting it? I prefer something like this. Her remark/comment/statement, "Romance at short notice was her specialty", shows that she is rather skilled at making up stories like these.

You can either use three full stops or just a single one.
For example, in the short story The Book of Sand, Borges cites a fragment of George Herbert's poem "The Collar"

... thy rope of sands...

using three full stops twice between commas. Also I've read many quotations that have three full stops in the originals but transcribed with one or no full stops.
I think it really depends on the context. Could you write the text so we can see what is more suitable for it?

Thanks

About quoting

I couldn't find any info on this on the Internet, so I ask it here. I'm doing an essay and I want to add a quote in the text. However, I do not desire to quote the whole sentence, that is, I wish to quote only the things before a comma and not the things after the comma. I just can't remember how to do it. I'm quoting from a short story. I vaguely remember it should be done like this: "This part I desire to quote..." Is it like that? Does those three full stops mean that the sentence continues but I do not wish to quote it all?

Thanks
Re: Punctuation within quotes?

I find these rules at http://www.grammarbook.com/punctuation/quotes.asp very helpful.

Rule 1

Periods and commas always go inside quotation marks,
                            even inside single quotes.

Examples

The sign changed from "Walk," to "Don't Walk," to "Walk" again within 30 seconds.

She said, "Hurry up."

She said, "He said, 'Hurry up.'"

Rule 2

The
placement of question marks with quotes follows logic. If a question is
in quotation marks, the question mark should be placed inside the
quotation marks.

Examples

She asked, "Will you still be my friend?"

Do you agree with the saying, "All's fair in love and war"?
Here the question is outside the quote.

NOTE

Only
one ending punctuation mark is used with quotation marks. Also, the
stronger punctuation mark wins. Therefore, no period after war is used.

Rule 3

When
you have a question outside quoted material AND inside quoted material,
use only one question mark and place it inside the
quotation mark.

Example

Did she say, "May I go?"

Rule 4

Use single quotation marks for quotes within quotes. Note that the period goes inside all quote marks.

Example

He said, "Danea said, 'Do not treat me that way.'"

Rule 5

Use quotation marks to set off a direct quotation only.

Examples

"When will you be here?" he asked.

He asked when you will be there.

Rule 6

Do
not use quotation marks with quoted material that is more than three
lines in length. Introduce the quotation with a colon and leave a blank
line above and below the quoted material. Single space the quoted
material. Some style manuals say to indent one-half inch on both the
left and right margins; others say to indent only on the left margin.
Quotation marks are not used.

Rule 7

When
you are quoting something that has a spelling or grammar mistake or
presents material in a confusing way, insert the term sic in italics and enclose it in brackets. Sic means, "This is the way the original

Example

I'm asking if the period following the sentence is nessacary in both AP and "universally accepted" style.

Thanks.

This is correct.
Firstly, it is the title of a programme and the question mark is a part of the title, so you need the full stop after in any case. Secondly, when quoting a piece of text which ends with a question mark or an exclamation mark, the same situation applies. Generally full stops and commas are omitted from the end of quotations.

Re: proofread please

In dialogue, punctuation goes inside the quotation marks: "I know," he replied, "but I got lost."

Quoting titles - either underline, or italicize, or put into quotation marks.

You need to go through and check - there are many missing quotation marks and some missing apostrophes. Why do you put quotation marks round [Cara said]?

In your second passage, you have over-punctuated. Most of these sentences do not need commas.

Re: use of comma in "what do you mean"

i agree on that, but you see, that's cos you are directly quoting him.
what if you are not?
Transitional words and phrases fall into this category.

I'm quoting from a certain grammar book:
