It's wrong because it does not a start with a capital letter, and has no punctuation at the end.

A run-on is two main clauses joined by a conjunction with no comma:
It was hot and it was cold.
If you're implying that a comma is mandatory in such cases, and that failing to use one is a mistake, then I'm afraid I disagree.

- His going out at 7PM is the same as if he had gone out a 8PM. The meaning of the sentence is not quite there. You are saying his going out at 7 is the same as if he hypothetically went out at 8.

Both sentences are all right. Your own revision is an improvement over the original. I'm not sure about the phrase, "someone made money off it." That is commonly heard, and the dictionary sanctions "borrowed money off him,"

That said, I'm fine with sentences like that. The clauses are short, of similar nature, and have the same subject. The day "I came, I saw, I conquered" is labeled ungrammatical is the day I abandon prescriptive grammar entirely.
