&lt;P&gt;&lt;U&gt;Is it correct to say&lt;/U&gt; he/she is rheumatic?&amp;nbsp;&amp;nbsp;&amp;nbsp; Here, "Is it correct to say" asks the question. The other thing, I mean, "he/she is rheumatic is a subordinate clause which explains the main clause.
