If you're using English words, use singular - "one one-thousandth of a gram" / "two one-thousandths of a gram" - I've also heard "one one-thousandth grams"

In conclusion, learning the language of Chinese is obviously an increasing trend but not the replacement of that of English. If you take the population into account, around 1.5 billion Chinese native speakers, including in the Great China Region and overseas, and about 1.5 billion English native speakers, including in the UK, US, Australasia, Canada and India, are close in number (does not make sense). Therefore, I predict a worldwide bilingual trend would be more rational, since Chinese and English will both be vitally important in the future.

To make your speech effective, you need to practise what you preach-use simple words and "construct effective sentences and paragraphs".

Highlighted some things for you to fix. I'm not going to pick on your grammar as much since this is a speech.

My name is Umair and Iâm goanna talk to you on the 5^th c of effective communication. It is clarity. This word is deriving from the English word âclearâ. So we can state the main purpose of clarity is the make you speech (clunky) more understandable by using simple words and by constructing effective sentences and paragraphs.

In accordance with upper definition (wordy) we say ~~easily~~ say that clarity has two main points.

Number one: choose precise, familiar and common words.

Number two: ~~is to~~ construct effectual sentences and paragraphs.

According to first point, our word selection should be very easy to understand and it should be consisting on very familiar and common words. (Simplify) Like if we use the word âdiversityâ, most of us may not understand what ~~does~~ it means but instead of it, if we use the word âsuppositionâ or âhypothesisâ it would be ~~more~~ easier to understand than that and everyone can make a guess about it that it would be giving the mean of âthinkingâ. (Does not make any sense) In the same sense, we also should not use Latin terms like e.g, circa and etc. Instead of that we should use some appropriate English synonyms ~~of it~~.

Although it is appropriate to use technical terms and business jargons in some professional situation, but avoid it when you communicate with a person who is not familiar with these terminologies. If these terms are necessary ~~to use~~, then you must define them briefly and clearly. If you donât you may embarrass and confuse the reader. ~~You may enforce to explain later.~~ So always remember the readerâs capability to understand things like if you are talking with an illiterate person who even cannot understand Urdu and you are using English words with him he shall think that even you know his mental ability and than what the hell of you are saying.(Unclear. Now let us come to our second point, which is to construct effective sentences and paragraphs. It has several other points to remember.

First one is the length of the sentence and shorter sentences are ~~more~~ preferable to longer ones and the recommended length of an average sentence is 17 to 20 words because more words may divert readerâs attention and may lose its attraction. (This sentence has more than 20 words)

Second, is your sentence should be strict (wording) with the basic theme of your message and your all sentences should indicating the main idea.

The third point is coherence. In ~~the~~ coherent sentences the words are correctly arranged so that they ~~ideas~~ clearly express the intended meaning.

The forth and the last point is to concentrate and give ~~most of~~ your importance on the main idea in ~~the largest part of~~ your speech and in your written material.

Yeah, at this point I think we all agree, we are just saying the same thing from different points of view. Distinguishing "aquisition" from "learning" is a way to consider this question, like Jim did. In the end, we all need to study grammar because we are already grown-up learners, unforunately, and we can't rely on aquisition.

What I wanted to point out was this:

This is my first draf, see if I need to modify or reorganize my work.

In 1985, the economy of Vietnam was still subsidized by the government; we applied the close diplomatic policy. All the media such as movies, documents, books, magazines from capitalistic nation (especially from America) were controlled very tough.

English was only used in diplomacy agencies, import export companies and at the border gates. In secondary high school, students were taught English as well as France and Russian. English was just like an optional foreign language to learn in school as the others. There are not many differences between them. People who speak English well at this time are mainly the elder. Most of them are English teachers, intellectuals or the office worker who served in American offices before 1975. Therefore the need of using English was not much.

Since 1995, Vietnam has an innovation in foreign policy. This period is the starting point of the economic growth of Vietnam. I will list three main reasons that make changes to the spread of English in Vietnam.

In July 1995, Vietnam and America opened the diplomatic relations, agreed to normalize the trade and travel between two countries. A lot of foreign companies open their brands, representative offices in Vietnam. They employed Vietnamese employees. It is certainly that only people speak English fluently are qualified for the job.
Thanks to the new diplomatic policy, our export value was growing over year. That mean we have more business with foreign companies from over the world. Most of them use English as the lingua franca to communicate with Vietnamese. Also the official documents like contracts, L/C, invoice, bill of lading and so on, used English.
In 1998, the movement of studying overseas rose remarkable. The student mainly studied in English speaking countries.

The Vietnamese realized that English will be more needed in the near future. They started to learn English to get the degree of English as the ticket for their better jobs and educations. As the result, the English centers grew like mushroom. At the beginning, there were only state own schools with Vietnamese teacher staff. Because the employee just needed the English degree at B level (there are three degrees A, B, C which were issued by the ministry of education) to apply for a job. In fact, to communicate well with foreigners and understand the documents, people need more than this. For example:

Working for a foreign company, you not only need a certain degree of English but also the true ability to speak, read and write English.
If the professors or students want to research the new technology, they must be good at English, because most of the material as well as web pages are written in English.

To meet the demand, the International language centers were soon opened. All the teachers there are native English speaker. The numbers of these language centers keep increasing every year and the teaching quality is increasing also.

Today, great numbers of Vietnamese speak English, especially in many fields like tourism, services, trade and education. English is not only spoken by well white-collar workers but also blue-collar ones.

In the future, Vietnam will join WTO and has more business with foreign partner. I believe that English will be more and more used in our country.

I'm sorry to meddle your talk, but I'm very interested in it because I also have troubles in using English articles. I understand what Chat Bleu is saying has reason. "English" can't be countable, so probably we shouldn't say "a good English". Nevertheless it is also true we often hear native English speakers talk such a phrase as "He speaks a good English." I searched by Google the number of the web sites using "He speaks good English" and that using "He speaks a good English." The result was 517 for the former and 14 for the latter. So at least concerning "good English", you are right that we have to avoid putting "a" before it.

I feel, however, you English speakers have some tendency to put "a" to an uncountable noun when an adjective precedes the noun. The examples are;
(1) He was inspired with a new courage.
(2) When he finished speaking, there was a long silence.
(3) A heavy rain began to fall.
I haven't yet got the exact logic of using an indefinite articles in those sentences.
