In Present tenses^x, Constructions^x, Present perfect^x

It was thought (by many) to have been written by Michael.I hope the above sentence is correct. The construction ''was thought'' is in passive past tense and ''have been written'' is in passive present perfect tense.I don't understand why past tense is mixed with present tense. Please help me.

I don't oppose to anita's answer, though I'd say "X has belonged to Y since 2002" is a present perfect sentence rather than a past perfect one. However, I am not sure about whether we can say "X belongs to Y since 2002" is completely wrong. It is true 'since' is usually used in perfect and past...
