When do you place a comma after the salutation and when to you place a colon?

Actually, when you are writing a formal letter never use a comma after addressing who the letter is to. The proper puncuation is a colon (:), not a comma. I see nothing at all wrong with a comma.
Example "Dear whom it may

I'm sure your English teacher of 30 years ago would say that the comma had to be there, but I generally do not include the comma in an e-mail. I would probably inlcude it if I were writing dialogue in a book.

I agree with Wordy. Many, many years ago, a comma was needed in BrE. Nowadays, there is, indeed, a difference between British and American English. In AmE a comma is needed, but in BrE, a comma is no longer required. Other examples are is Mr,
