Well it is good to let your employer write it for you. But i am going to present a sample of certificate for convenience. Hope it would be helpful.

And universal falsehood. What a phrase! This is important because we are not talking about something that is always true. As a result, we can only use the past tense in sentences starting with "I thought it was". The "was" is not the result of backshifting. It is used instead to indicate that the believe was hold true in the past but is now found to be false.

My apologies for introducing a joke! The "universal falsehood" reference is a complete joke! It doesn't matter whether what is reported is universally true or unversally false. What's important is that in the speaker's mind it is universally (or eternally, if you wish) true. In that way, in the right context, you can even have the reported speech: The scientist said that the earth is flat.

Consequently, the "was" truly IS the result of backshifting after "thought". It has nothing to do with beliefs considered true in the past but false in the present. You can banish all such logic from your mind. You came to believe some of these things because I put you off the track with my joke.

I don't know which sample sentences you are referring to, but after thought, knew, hoped, believed, and felt, you always need a past tense.

You may find that each main clause verb has its own idiosyncracies with regard to backshifting. notice acts a little like a reporting verb. What you noticed may still be quite noticeable to your listener, and you may want to emphasize this fact. Nevertheless, keep this is mind: Backshifting is never wrong.

OK. I went back and found these. I think these are the samples you were referring to. The first choices shown are the ones that came to my mind first. It's not really more complicated than that. The second choice is also perfectly grammatical except as noted in the second sentence, where backshifting is required.

My professor said that spiders are (were also possible) insects! I didn't think they were (are not possible). I think he is (was also possible) wrong.

Sorry, I wasn't sure if your question was about police procedure or English style. By not mentioning your first two samples I meant to imply they were "fine", but there's room for improvement. Although I've had my share of dealings with [the] police, I'm not very strong on the terminology. I think the "police report" is what the insurance companies want to see, and I think it can come into being as the result of an officer investigating at the scene or as the result of a citizen complaint. I don't know if there's a difference between reporting an "incident", reporting a "crime", "making" a complaint, "lodging" a complaint, and "filing" a complaint. However, I agree that "complaining" to the police may not necessarily result in a "police report" or "complaint" being issued - but it can. And I believe a "complaint" is an official document of some kind, in some jurisdictions, as opposed to sombody saying, "What's your complaint?"

I agree with GG that some of these are "wordy" as opposed to "lean and mean."

Regarding your question about the new sample, #4, as I said, I don't know if the difference in terminology is significant.

I think your suggestions make more sense than the original.

But I still don't know why it's sport instead of sports. What are the differences between these two words? How to use them right?

I have applied for Leave from 14/11/2007 to 17/11/207. Suddenly the General Strike of Bangla Bandh was announced by all opposition Parties on 12/11/2007 & 13/112007. A case study entitled "PR Practitionersâ Experiences of, and Attitudes towards, the Internet Crisis Communication", carried out by authors Kristin Fjeld and Mike Molesworth (2006), explores conceptions of what the internet's influence, barriers, promises and limitations might be, if it is used in crisis communication.

Positive internet contributions to crisis communication and internet influence in changing PR practise have not been confirmed unambiguously. The study offers a range of attitudes towards using the internet but with no definite conclusions. Because of the small sample of participants, its results should be used only as a base for other, broader quantitative research (Fjeld, Molesworth, 2006) rather than vague generalization.

The authorsâ comparison of PR theory with PR practise reveals several limitations of the internet. With reference to Grunig and Grunigâs excellent study (cited in Fjeld, Molesworth 2006, p.392) research has shown that PR practitioners are familiar with this theory but sceptical of putting it into practise. Fjeld and Molesworth (2006) provides a number of negative comments from PR practitioners about using the internet in crisis communication in a symmetrical two-way communication model. These [major?] statements support theories of adaptable communication presented by Cameron et al and Cancel et al. With regards to PR practitionersâ experience, Fjeld and Molesworth(2006) deduce that communication in an organization depends on its needs and should be more flexible.

The research was designed as a qualitative unstructured in-depth face-to-face interview (Fjeld, Molesworth, 2006). Data was collected first (Fjeld, Molesworth, 2006), and interviews were conducted between 28 June and 6 August 2004.

The sample consists of ten experienced PR practitioners. Seven of the interviews took place in Norway and three took place in the UK. Table 1(Fjeld, Molesworth, 2006, p.395) in the study shows that seven of the subjects worked in-house and three worked for PR agencies.

Single case study is employed as a research method and analysis from inductive to deductive is implemented.

The authors discover a gap between theory and practise and develop theoretical propositions about the role of the internet in crisis communication.

The authors' attitude is fairly objective, but there is a quite visible research orientation in supporting the importance of the internet's role in crisis communication.

Fjeld and Molesworth (2006) use internal validity to support objectivity of study (the participants had no major objections) and partial study generalisation, which means the identification of categories and themes that are generally apparent in online crisis communication.

Because of this partial generalisation, outcomes should be verifiable in other research settings and if so, the value of their research is supported.
