I myself, understand and speak english (I'm a filipino) since grade school but I'm still using some tips you have mentioned. In the Philippines, English is the second language. Laws, classroom instruction, road signals, restaurant menu and others are all written in english. I can say that 85% of the population of our country understand English but can not speak english well. At present, I still exercise english speaking to be fluent enough. I do read a lot of english books, watch english movies, talk show, series and whatever. Take time practicing new words as well as understanding them. Practice speaking with another english speaker. Thuws listening and speaking english can improve well. Meeting a lot of people through internet is also a good way to practice learning english.
