The first sentence is correct. There is an subject (song) and verb (is) so it is OK. In the second sentence...subject + verb + another subject (pronoun IT)??? it is nonsense

I do not think there is any comma required. "that we can..." is a noun clause which functions as direct object so it is ok without comma in front of THAT. The comma is required especially in appositives.
