I think when he wrote International Low, I initially didn't know what he meant either, but thought it might of been International Law he was referring to but am still not sure. We'll agree to disagree about the format :-)

Can both not be appropriate? Saying " Will " means like you would visit every region of the world which is correct. Saying " Would ", I think implies that you might find it if you went down to every region. So I think that both suit here.
