First of all 'until' has only one 'l' and as far as the diff b/w these two is concerned 'Until' and 'Till' both have same meanings but 'till' is more informal than 'until'.

I think "B" is correct bcz if energy consumption is high then the pressure on fossil fuels will surely increase and their amount will reduce..efficiency has got nothing to do with the reduction of fuels bcz efficiency means proper use of anything.

"By the time" is used to imagine future events.So I think only "before" can be used here in both the sentences but convert both of these sentences into past perfect tense.
