The correct structure is: If it rains, we will cancel the picnic. if clause , main clause. Format: If+ subject (simple present), subject+simple future. The first sentence cannot be correct,for it contains future forms in both the clauses. Thanks

Please enlighten me about the following. Why don't we use auxilary verbs like 'do or don't or doesn't ' with interrogative pronouns WHO and WHOSE? What are the other Interrogative pronouns after which we don't use auxilary forms to form questions?
