I'm assuming that this phrase is used when there's a sale or special store promotion. It's a shortened version of "(If you) buy one, (you) get (another) one free". It's not exactly grammatically accurate but it would do. People easily understand

You do need a hyphen between 2 and hour.
(We have) a 2-hour delay.
"2-hour" functions as an adjective. It describes what kind of delay we have. So in this case the delay is 2 hours long.
