The new iBT Toefl is on a par (in quality) with the IELTS whereas the older (computer based) version was never good putting emphasis on grammar knowledge and vocabulary instead of use.

 Basically they say that someone important has died and that for legal reasons they need to send the money out of the country and offer you a percentage. The sums of money are normally in the millions of dollars so even a small percentage works out to be a couple of million dollars. 
 I receive these e-mails about twice a day with the same story but with different names and countries and amounts. Weekends are the worse where I can get about 5 or 6 in one day. I remember reading on the net somewhere that there is a guy who collects these e-mails and puts them up on his site. He has hundreds of them.

Though in February most of Chile goes on vacation so all of the hotels and places to visit are packed with people. 
 I suppose it depends on what part of Chile you intend on visiting. It's a REALLY long country with all types of climates from the driest desert in the world to glaciers and penguins.
