1) What is the meaning of brake in effect? in 1:26?

I don't know if it is braking effect or brake in effect? and what is the meaning?

2) my gates much smoother in 3:00? what are gates?

#1 Breaking effect - refers to the device reacting to the slope to slow down your speed and avoid falling.

#2 - The word is "gait". Gait is the style of locomotion.
Horses have four gaits: walk, trot, canter and gallop.
