IMO, to operate is strange in sports, seems too technical.
I'd say.
.... the team must continue a player short ...

This means:
After a player was penalized, his team had to go on a player short (having a player less than the norm), for the duration of the penalty.
but the sentence was one of the problems that admit a high school student to a college like SAT in korea.

and I know what this sentence means, but I wonder if in this situation, I can tell "when the offender's team must continue,It was a player short."

In other words.

the team must continue a player short = when the team must continue,It is a player short

OK, if this was a test question, you must be strict.

must operate a player short
means
must function/play a player short

but I don't understand very well your questions, sorry.
>Can I rephrase this sentence as "When the offender’s team continued, it was a player short." ??

Yes, you can. You can leave operated there, but I think continued is more natural.

Students: Are you brave enough to let our tutors analyse your pronunciation?
I believe that would be the use of the adjective short in the context of "less than the correct or legal or full amount."
Should i regard a player short as adjective ?
No. It's actually adverbial here. It acts as an adverb of manner, saying how the team must operate. (It does not answer the question "What kind of ....?", which is what an adjective answers.)

How must it operate?
It must operate a player short.

CJ
CJ thanks, but When The team must operate, I should be a player short.

If that sentence is true , Is not " I should be a player short." adjective??
