I think the word that you are looking for is "independent".

e.g."She is an independent girl."

But why would you say "... who listen to her inner voice"?

If you meant to make a connection between being independent and listening to her inner voice, that wouldn't be accurate in my opinion, because all people could listen to their inner voices. Maybe you meant to say:

"She is an independent girl who makes her own decisions."

or

"She's an independent girl who can make her own decisions."


In relation to the "self-governing" adjective, it refers to such meaning but I don't know whether it could be used as a description to people in particular. This term is usually used as a description to province, region, country..etc.
