The origin of Dead center is in relationship to Top/Bottom dead center of a motor's piston travel. given most engine designs at the tie, theorhetically the piston could not move without some sort of force right? To get it off dead center is to get whatever it is moving, in most business cases it means some idea or project or something has stalled and needs a "push" to get moving in the intended direction. Also, given the entymology of Dead center in terms of a motor, a small push of said idea could give the "idea engine" what it needs to keep moving forward. So, a small precise push off dead center is what many refer to as what it takes to get off Dead center.
