Your sample sentence is no good-- I don't even know what you are trying to say with it-- but the original (– sth + this/that + adj) is a common structure:

I could date a girl that nice quite easily.
I didn't know that a car this fast could be built.

No. But you could say, "A man this rich can contribute..."

He this rich can contribute to any public sector.
