Christine Christiea) "I like to wander about the city."

An American would understand that but would never say it. We wander around a city.

Christine Christieb) "I like to wander by the city."

Unlikely. A city is too big for you to be by it.

I like to wander

[about / around / through]
(You probably want one of these.)

the city.

'wander by the city' seems a little unusual. It means 'wander near the city'. You'd probably say 'wander in the suburbs' for that.
