Yes, for most purposes.

However, in most of the linguistics world, as far as I've seen, 'accent' is used more for the varieties of English, e.g., a London accent, a Bostonian accent, a Southern accent, and 'stress' is used in the sense of syllable stress, as you used it above.

Personally, when talking about stress on the syllable of a word, I use both interchangeably.
