'What' refers to the estimated GHG emission in the next century (the actual phrase is "they're on track to be in the next century").

Which is normally used when selecting one/or more out of many.

I have 5 pens, 2 of which are blue.

Also you can use 'which' to start the next clause in a sentence.

That is the do it all bike which appeared....
