(a) Some goals are well surpassed and some need catching up.

(b) Some goals have been well surpassed and some need to be catching up.

(c) Some goals have been well surpassed and some need to be caught up.

There is a rule in English grammar, active voice denotes passive meaning.

eg. This car needs repairing ( to be repaired )

so if ( b) changed into ' Some goals have been well surpassed and some need catching up. I guess it is still acceptable.
