I am trying to determine whether the word "interconnected" in the sentence below is an adjective or intransitive verb. It seems like it could be either one to me. It is from an OSHA safety regulation that defines the term "process" for the purposes of a hazardous materials regulation.

"For purposes of this defintion, any group of vessels which are interconnected and separate vessels which are located such that a highly hazardous chemical could be involved in a potential release shall be considered a single process."
