In US, people would mostly say "Vacum cleaner" instead of "hoover".

The foster parent helps the child to find an adoptive mother and father. I agree with the basic explanation, that foster care is temporary and adoption is permanent, but I don't think that finding adoptive partents is generally the responsibility of the foster parents!

They are different:

Foster care is intended to be a temporary living situation for children. The goal of foster care is to reunify with their parent or guardian or find another suitable permanent living arrangement. This may include an adoptive home, guardianship, or placement with a relative.

adoptive mother

  1. A woman who has adopted a child, as opposed to a biological mother.
The foster parent helps the child to find an adoptive mother and father. In some cases, the foster parent may her/himself later adopt the child.

"Vacuum cleaner (vac)" and "hoover" are the same, but "carpet-sweeper· is usually the non-electric type. Here's a link to a picture of one:

I don't think anyone mentioned responsibility. It was "goal" that was stated.
