Yes, my first thought was that "all" is a determinative, but I couldn't validate it.

Ah, yes. I see what you mean. You need BillJ for this one. Maybe it's one of those cases of a headless NP or whatever he calls the cases where the determinative occurs without the usual head noun that follows. I often forget the names of these things.
