I see it differently. The writer, frustrated at his own inability to express himself, has tossed in an "all" for no reason other that that he thinks it will lend force to his ill-thought-out argument. Unless, of course, there is more in the previous paragraphs that would permit him to say "all" here, meaning all the behaviors that he wants to demonize and not just youthful insouciance.

That's another possibility. But it's not poorly written, and the writer doesn't seem to me to have much trouble expressing himself.
