I want to apply for leave(3 weeks) for my exams. At the same time, i have assigned in work on that days. I need to apply for leave which informing about my higher studies through distance education, about my exams and leave.

First of all, you should start off by stating the reason why you are writing...

"To whom it may concern,

I am writing this letter with regards to my leave. The problem is .... "

After that go on to explain the situation, and after that talk about how your exams would be beneficial for the work that you do etc. Finish off with "Best Regards, " or "Sincerely, "

Since you have just joined us, it would be good to spend some time just browsing various forums and threads before beginning to post recommendations yourself.

'To whom it may concern' is not an appropriate greeting to preface a letter to one's superior or to any but a completely unknown organization, and there is no reason now to discuss the benefits of the exams to his work. The course is already well underway. In addition, 'leave' should not be approached as a problem, but as a right of the employee for any appropriate purpose.
