Q1: The answers (a & d) are correct becuase the noun after the blank space is a possessed noun which must be preceded by WHOSE and the noun which comes before the second blank space is inanimate which means that you can use which and that alternatively, that is to replace each other.

Q2: The answer is b, because people insmall villages either watch you or talk about you.
Here, can you use a comma before "that"? If so, please give me some examples.

We don't use a comma before that when it is acting as a relative pronoun, no. This rule does not apply when that is used in other ways.
