1-- Punctuation is OK, but titles should generally be made short enough not to require any.
2-- I suppose you are talking about looking down on other people. I like A the best: Don't Look Down on People.

A and C are OK, if the on is inserted and they are correctly capitalized.
why we can't use (B)and (D)?

We can't use a preposition to start the title?
You can use anything you want to. B and D are poor style. In B, bad attitude is redundant; in D, these has no referrent.
