at any time means that it is ever so... the whole day, year, life

at any given time means that it is only (true) while a period.

If you look at the example below, it doesn't seem to constraint the fact within a period of time.

Simply put, this means 'If you have a suitable microsope, then at any time you look, you will see this activity'.

Straightly speaking, "at any time" and "at any given time" do look so confusingly alike but I don’t think these two phrases are likely to be used correctly in the same context interchangeably.

At any given time-means, no matter when, no time constaint.

You will find traffic on Interstate 80 bumper-to –bumper at any given time.- correct.

At any given time, you may become a victim of identity crime which is being committed in the

US every 5 minutes.- correct.
