This article is about April Fool's Day. On that day even mass media play jokes on readers. The idea of telling lies in the newspaper came from that bastion of responsible reporting--the BBC. Yes it means exactly that.

The 'idea' they are talking about is the first such april fools media joke. This is regarded as a classic of British TV - a BBC news item on Italian spaghetti trees (in the early 1970's I think).
