also i seen sentences like this -- you have to register being able to log in

etc..

cause i see clauses use being + past participle (w/o is/are/am in it) all the time

Well, okay... a clause. A clause is not a sentence. I thought you were writing a sentence. Are these clauses the kind of examples you are seeing 'all the time'?:

The lawn, being mowed, was not a safe place for the children to play.

Feeling exhausted, I stayed home from school.

I criticized the kid for not being dressed properly.

The room, not being cleaned, was quiet for a change.
A clause can be a sentence. (There's one, right there! It's a sentence composed of exactly one clause, the main clause.)
