In my country we sometimes say it about a person who belongs to elite, the highest social strata.

Do you have the same expression in your language (country)? Perhaps, not exactly the same but with the same meaning? (What is it then?)
We have the same meaning in Hebrew "Dam kahol".

we say "blue blood" (italian translation: "sangue blu") too in Italy and it has the same meaning!!!
