If I want to say that something has to be finished no longer than a particular date, can I say "This manuscript should be finished by no longer than June"?

Maybe: "This manuscript should be finished no longer than June"?, or "This manuscript should be finished not any more than June"? or "This manuscript should be finished no more than June"? (Without "by")

Please help.

This manuscript should be finished by 30 June. (You should specify the date because June has 30 days.)

I agree. "By" implies a deadline. So adding other words to it makes the words redundant.
