Chiang Ching Kuo, the former Taiwan's President, implemented Ten Major Construction Programs, which built the foundation of Taiwan's economic development; moreover, Lee Kuo Ting, the former Taiwan's economic minister, carried out the plan of high-tech Industry Park, enabling Taiwan's economy to be prosperous.

With all due respect, I don't think your definition of the "greatness" did much to make your "vague concept" word any less unclear. (I think my sentence is rather vague too.)
