I know what it means, but did he speak fluent Russian because he desired more knowledge? I would think fluency in Russian (if not his native tongue), would be from study and practice.

Yeah, I guess saying that thanks to hunger for knowledge he spoke very good Russian was quite awkward. And actually Russian is his native language. But maybe it's weird to speak about someone speaking his native language very good.

It does not refer to someone you are talking to, but someone who delights in being a part of interesting conversations, and who people like to talk to about a wide range of topics.
