I could be wrong, but I take it to suggest that the Chinese plan for growing its GDP has proven itself to be effective, and the world would do well to consider it as a way to the future. Those who think there's anything immoral about it (of bad character) should think again.
It's hard to help you when I am having trouble understanding the paragraph. Some of the sentences are long and have too many words which made the meaning difficult to understand precisely.

Following the economic crisis, the G-20 should consider an alternative plan for improving the world economy, rather than simply focusing on economic growth. Specifically, the Chinese model is very promising, and the G-20 should seriously consider it as a plan whose "good character" is equal to that of more traditional models, eg., that of the US.
