Our system targets error-prone benefit applications containing suspicious information. The Branch’s goal is to prevent ineligible persons from receiving benefits, thereby saving dollars. The question is how one can calculate costs and benefits of the prevention in order to estimate net saving.

According to etymology dictionaries, the word of prevention has Latin roots; a combination of prae that means “before” and venire that means, “to come.” Therefore, in the context of our programme prevention should be defined as something that comes before in order to hinder occurrence of fraud, wrongdoing, abuse, or error. Keeping this meaning of precedence and primacy in mind, one can imagine three types of prevention in terms of ESDC’s benefit programs.

1) Sometimes, a person or an organization secure itself by implementing some preventive tools to hinder any potential fraud in the future. For instance, every person keeps valuable objects in a safe. In this case, there is no actual threat, but people secure their valuable things in a safe, just in case of a break-in. In case of ESDC, the mandate of security team at ISB can be such a prevention. Internal Integrity and Security Directorate monitors and guides ESDC’s programs to ensure the safety and security of government information, assets and services. Through security screening practices including secure communications and the management of emergencies and security incidents, the team prevent any future chance of fraud. The job of Fraud Risk Assessment Team can be also categorised in this type of prevention. Finding potential areas of fraud risks that can endanger the system is a preventive activity. This activity takes place before any likely trespass in the future. We can call this type of prevention, apriori prevention or primary prevention.
