Can I say as follows?:

I suggest that the responsibility assignment within the company should be clear, and the company policy should be made public/should be publicized to every employee ,so that employess will know what they are entitled to enjoy and what they are not .

I don't know what "responsibility assignment" means. Can you say that another way?
By saying "responsibility assignment" I mean " the giving of responsibility to a person .For example,the director says to his newly recruited staff: " your responsibility is to manage all sales activities of the sales department."

I think we need a bit more background here.

First you say you should make it clear who is responsible for what. Then you say the company should make the policy (what policy?) clear so people know what they can enjoy. Although I like my job, I wouldn't say "Barb is responsible for brochures so that's not yours to enjoy." I'm sure that's not what you meant, but please give us more context so we can help you phrase this better.
When I say "policy",I mean "the company policy". Each company normally sets down a policy which will stipulate that an employee, for example,after a year of continuous service is entitled to 12 day annual leave , year-end bonus and so on.
This information is not currently available to employees?

Suppose In my company, the director assign Mr,A or Mr B to take charge of some activities in the company, but he does not say clearly how far A or B is authorized to go .Therefore, sometimes A or B does not know whether he has to to this or that or not.With regard to "company policy" I mean in my company many employees do not know what benefits they are entitled to because the managers do not make it known to them .
For this reason, I meet the manager and say:" I suggest that the responsibility assignment should be made clear and the company policy (should) be made public"
