Hello, I learned that cleft sentences can be used to add emphasis. I would like to know if in the following sentences it is used: You're the one who's always telling me to stop.

That's a variant of a cleft sentence, but not truly a cleft sentence.

True cleft sentences start with "It".

It's you who is/are always telling me to stop.

In fact, we tend to prefer the "the one who" construction that you quoted, especially in conversation.
