Are here missing commas here: I will never forget the day when I was about to leave basic training how the Commanding Officer rounded up all new recruits and told us that we should be proud of what we had gone through because only one percent of Americans joined the military.

I would not use any commas, but the sentence is hard to decipher as it is worded, mostly because the reader gets off on the wrong track when he sees "I will never forget the day" and has to go on safari for the grammar when he hits "how". I think a good conversational alternative is "I will never forget how on the day when I was about to leave basic training, the Commanding Officer rounded up all new recruits ...."
