Belief, itself, is not the greatest sin; without commission it is relatively trivial. The commafication issue in the first passage is also trivial, as two other NESies seem to have concluded. In the second passage I think it helps.

I will go along with "Belief, in itself, is not the greatest sin.."
However, without the "in" it is simply a phrase.
