What does "compulsory attendence cycle" mean in this sentence?

"Secondary schools last either until the end of the compulsory attendance cycle, or includes the two final years of secondary education."

Perhaps in context this would make sense, but I have trouble understanding this sentence by itself.

I don't know what is meant by "compulsory attendance cycle".

It also seems very odd to say "Secondary schools . . . . include the two final years of secondary education."

Grammatically, the verb 'last' should follow 'either' because the verb' include' follows 'or'.

I suppose it means the period of compulsory schooling that ends in the final year of secondary education.
