Are these sentences all right?

1. He has an extraordinary concern for the poor.

2. Drug addiction among the teenagers is a matter of great concern.

3. Their whimsical behaviour is a cause of concern. Can we use 'for' in place of 'of'? If yes, what will be the difference in the meaning?

3. Their whimsical behaviour is a cause for concern. "of" isn't exactly incorrect but I don't think I would use it in this context. I notice your BrE spelling so I guess it's possible that the use of "of" here is also British.

Yes, although, "concern OF the poor" would also be accepatble, but imply a different meaning: that the person is wary of the poor, as if the poor intended to harm that person.

True, maybe the teenagers are not concerned about their own (potential) drug addictions.
The only problem with this sentence is that it is not clear whose concern it is, or if it pre-existing concern. Is it a matter of great concern for the parents? For the teenagers? While "a matter OF great concern" implies that someone is indeed concerned by the situation, "a matter FOR great concern" would imply people SHOULD be concerned.

Again, "a cause FOR concern" implies that someone should be concerned about the situation, while "a cause OF concern" implies that someone already is concerned, and the whimsical behavior is at least one factor causing that concern.
