What does sexual assault constitute? OK. I'd answer eg It constitutes a felony.

What is considered sexual assault. OK. Doesn't sound like you want the legal definition.

The first and third are correct in structure and have the same meaning, although the third one should have a question mark as the others do. The answers to both 1 and 3 would be the same.
