I find this sentence so difficult to understand, I want to convert it to simple english.

It is hard to be certain of the interpretation without full context. My guess is that "Jacques Cousteau over here" means "this person nearby who is acting as if he is Jacques Cousteau" (sarcastic). This person wants to go (somewhere, to a store) to buy swimsuits. Obviously the reference is to Jacques Cousteau being a famous underwater explorer.

This is correct English (in AmE), though of course it loses some of the point of the original. (In BrE it would have to be "go and buy".)

"This person" is not a normal way of referring to someone that we know. If it is used that way, it would sound pointed or sarcastic or something, depending on the context.

Sorry, I misread it. I just assumed you wrote "go buy" like the original. "go to buy" is possible in BrE, but "go and buy" is more usual in colloquial language.
