Is the following sentence considered correct?

"He was going at a speed of something between eight and twelve kilometers per hour."

It would be unremarkable in my East Coast US dialect, grammatically speaking. It would be rather informal, not suitable for formal writing.

The average American hears "kilometers per hour" and thinks "those whacky Europeans". You might as well give a speed in parsecs per fortnight. If we make the conversion to real units, it's 5 to 7 miles per hour. What would be remarkable is to be able to be so precise about such a small range of low speed.
